Giovannella D’Andrea is a highly experienced attorney with dual qualifications in Italian and English law. With over two decades of expertise in the intricacies of EU law, she has played a pivotal role in advising a diverse range of clients, including both public and private entities at a global level. Her areas of specialisation span across highly regulated sectors, including energy, sustainable finance, ESG (Environmental, Social, and Governance), circular economy, waste management, intellectual property, AI, State aids, and competition.

Giovannella has actively contributed to the development of laws and regulations, proposed policy reforms, and facilitated stakeholder consultations. Her advisory services encompass various aspects of EU policies and legislative developments. Additionally, she has conducted studies for the EU Commission, evaluating legislation, assessing its impact, and ensuring compliance. She has engaged in international projects, participating in tenders with organizations like the World Bank, EIB (European Investment Bank), and EBRD (European Bank for Reconstruction and Development) for studies in the Western Balkans and Africa. She has also assisted governments in launching tenders for selecting foreign investors for infrastructure and development projects.

In the realm of transactional law, Giovannella’s expertise shines through in structuring and executing complex cross-border transactions, including project finance and Public-Private Partnerships (PPP) with international donor co-financing. She has also been involved in multi-jurisdictional Mergers and Acquisitions (M&A) and joint venture operations.

Giovannella shares her knowledge as a contract Professor at Sorbonne University Abu Dhabi, teaching courses on International Environmental Law and Advanced Public Law. Her commitment to sustainability and climate change is evident through her membership in the UK Roster Pact, where she provides technical assistance to governmental entities on climate change and sustainable development issues. Moreover, her contributions to drafting the Model Law for People-First PPP with UNECE/EBRD in 2019 underscore her dedication to advancing legal frameworks for the betterment of society.
